Sounds great, Frank. The 9dB attenuator is a voltage divider of just a smidge under 10x (9.5x to be exact). That's what the manufacturer installed for you. The only difference with a stepped attenuator is that it has this particular 9.5 resistor divider and a bunch of other values too. You can use Vishay resistors if you'd like to form a stepped attenuator for other applications if you'd like. Just a thought.
