Depends on what "Think Tank" one would give credence to. The Cato Institute is a conservative think tank and the author Chris Edwards heads up the Libertarian & neoliberal policy of limited small government. Which promotes flat tax rates for all income groups and absence of regulation in the market place.

Years back the governor of Kansas then, Sam Brownback tried tax cutting stimulus in the state to foster business growth. It did damage to school districts and state income for many social programs. It was an underwhelming experiment in business growth. Anyway, states vary quite a bit with how their revenue to function is accomplished. Federal support has diminished over the years making some states without revenue generating natural resources, tourism and other form of revenue to meet demand at a hardship.
