A guy in the United States makes a solid state amp. A guy in France makes a solid state amp. How does the United States guy buy a transformer that is for 120 volts? Is the transformer marked as 120 volts and not 240 volts? How the guy in France knows he is buying a 240 volt transformer? Is it written on the transformer for 240 volts?

Yes, and it's pretty easy and common to find both parts. This one isn't tricky - The voltage ratio is set by the turns ratio, i.e. number of turns on the primary coil compared to the number of turns on the secondary coil.

If we had only 1 standard for volt, what would it be?

Disregard price which is the best toroidal transformer?

There are a lot of good transformer brands. Choosing the "best" is subjective, like asking what is the best car.

As for voltage, that's not subjective but it's not qualitative either. There is no "best" level.

One caveat - Transmitting power long distances at high voltage and low current levels is better than lower voltage and higher current (for equivalent power) because the thermal losses are lower.
