That is the publication for that organization. You pay dues to be a member, which gives you access to that publication that is exclusive to that organization.

Whether that publication is the preeminent and final word on all things hi-fi, I doubt it.

It is by those who consider it as such. You have so many publications these days that it all comes down to your own personal preference.
