There's this neighbour of ours who doesn't give us peace with his loud music. He's always either playing music from his car or the house. He vacates the house in three week's time. In the meantime, how can I minimize this and any other external sounds?

Earplugs? If he's moving in 3 weeks, I wouldn't go through the bother of putting up noise buffers. It might be a hassle, but it's the only short term solution I can think of.
