I'm just starting a Four Pi build. Is there any reason not to just assemble the crossover components on a piece of cardboard or a thin piece of wood instead of using the PCB? I've done this once before with a simpler crossover, but not sure if the number of components in the Four Pi crossover might make it a little tricky.

Sure, you can do that. Many people have. I think using the PCB is easier and more attractive, but there is nothing wrong with using a breadboard or any other form of point-to-point assembly. Just be sure all coils are arranged to reduce coupling and minimize mutual inductance.
