Which do you prefer, powered or unpowered speakers? Are there certain applications where one is better than the other? I have also been told that it is possible to use powered speakers with a powered mixer. When would that be appropriate?

Powered speakers are just a convenience. There is no qualitative difference one way or the other. You can get speakers of various qualities and price points, powered and unpowered.

Wayne is right. It's just a matter of whether you want the amplifier built in to the speaker or if you want to buy a separate amp.
