I have only 29" clearance between floor and bottom of the screen.
I might be able to elevate the mains on the side of the screen. But if I am to use center speaker it would have to sit on the floor, perhaps tilted up a little.
So the options I have are:
1. all three on the floor
2. mains are on stands, center on the floor.
3. phantom center

I would prefer them to be all at the same height, or close. Get them all as close to ear level as possible, and angle them up if they're low to the ground.

As for acceptable height, I don't think there are any hard-and-fast rules, no formulas for setting it. This one is entirely subjective. The point is you don't want the perceived sound source to move in the vertical as it passes through center when panning left to right or vice versa. You don't want the dialog content to be at a different height than the left/right mains. You want a convincing illusion that the sound sources match the corresponding visual source locations.
