Do you think it's worth setting a 7.1 system up in a small room? Assuming a rectangular shape, how small would it have to be before you would use a 5.1 system instead?

I don't really know. I'd probably set it up as a 5.1 first, listen, and then try out a 7.1 to see if it sounds better. It'd be a pain if I had to reset the 5.1, but at least I would know.
