What's the difference between having the woofer face into a corner vs away from a corner in a corner placement speaker, for the purpose of increasing sensitivity?

It depends on the distance and the frequencies of interest. If the radiator is within a quarter wavelength, it doesn't really matter. But if it's further than that, the walls act as reflectors.

that facing into the corner can potentially place the driver closer, and therefore, increasing the effective bandwidth that the corner has an impact on SPL?

Yes, if you can get the radiator closer into the corner, it will be effective at higher frequency. The further out you move it, the lower the point at which boundaries begin to act like reflectors. It's the same sort of thing that happens at the baffle step transition.
