Greetings from the Abungas!
Track 2 on my TASCAM 424 is going dead or something. I've tried
cleaning it to no avail. After recording, the track is either real
quiet or not there at all. Could it need alignment or something?

No, alignment will make it lose high frequency response. This sounds like electronics. Better send it in for repair.
