Does the power handling also double? Example- 2 delta 15s- 16 ohm in parallel in a sub box to yield 8 ohms- each driver is rated at 400W RMS- is it now an 800W RMS box?

Power input is split between the drivers, so you do essentially get a collective doubling of power handling.
