Thnaks Wayne. So it seems the impedance of the drivers at the frequnecies in question is sufficient, and adding the series padding resistor to the impedance of the tweeter will work. This will limit the number of crossover parts one needs to buy.

I've found that a shunt (parallel) resistance of 1.5x to 3.0x the DC resistance of the tweeter is generally good for damping impedance peaks caused by mechanical resonance or horn 1/4λ modes.
