To use better speakers with my PC, how much step-up do I need? Pre-amp? Phono pre-amp? IOW, what's the voltage output of the typical card?

There's a preamp level output on the card, just perfect to plug into your audio amplifier. You can adjust the output level using your volume control too. It's one of the little applets, usually available on the taskbar at the lower right.

Got Radio Shack adapter part #274-883 fer 7 bucks. Just now wired it to my dusty Marantz 2215B and the 2 Pi-like Altec/University mit Vifa tweet speakers.

If it wasn't 4 O'clock in the AM I'd fire up Kill Bill 2 and listen to Tarantinos buddy Robert Rodriguez' end credit soundtrack.

It's 2AM and I'm listening to KCSM streaming Jazz through my new Grado SR-60 cans.

No worries about the neighbors, the sound is great and they're really comfy.
