Anyone know if there is a product that decodes DTS and Dolby Digital and then routes it to multiple digital outputs(S/PDIF or AES/EBU)? I want more control before the analog stage.

I don't know if this will work for you, but it's a possible simple and inexpensive solution. If you have optical I/O onboard, you might just go with a splitter like this:

If you only need 2 outputs, there are tons of 'em on the market for five or ten bucks. You can probably find them locally or shop around, if not, here are a few for less than $10.00 on Amazon.com:
