I don't think a cabinet panel can be too damped.  But I do think that the main thing be that the panel resonance be shifted outside the passband.  That's not too difficult on many speakers - since the woofer doesn't run the full audio band, the cabinet panels only need to be sufficiently stiff to ring above the frequency presented to the cabinet. But there's certainly no harm in damping the panels further, and CLD panels are definitely a great way to do it.
