The drivers are run push-pull, so one side is reverse-connected. Make sure that you do this.
If you've connected it wrong, it will actually be louder with one driver disconnected.
So try to reverse-connect one of the drivers and see if that helps. Specifically, reverse-connect the driver that energizes the throat of the horn from the basket side of the cone.
