I'm not sure what price point you're hoping to stick with, but here are two suggestions. What about this one from Blackstar?
https://www.amazon.com/Blackstar-ID-1-Channel-Amplifier-Built/dp/B06WRVF636/ref=sr_1_1?ie=UTF8&qid=1504483389&sr=8-1&keywords=Blackstar+ID%3A+Core+10+V2
It's under $100 and has some cool built in effects that your cousin can experiment with.
There's also this Fender Mini.
https://www.amazon.com/Fender-Mini-Deluxe-Electric-Guitar/dp/B0002OP7VQ?tag=guitarfcom-20
It's a well known brand and is priced at $30, so it's affordable.
Your cousin might check the classifieds and Craigslist to find a better deal.
