If you have measurement gear, it will be relatively easy to build something like that. It's a two-way speaker and the reason the drivers are pointing upwards is an attempt to make them omnidirectional.

Do you have a lathe or some way to make the directivity cones? Those are the cones the drivers face. They are reflectors and are needed to direct the sound outwards radther than upwards. Other than that, it's just a two-way speaker.
