You can also do T/S measurements with a signal generator and multimeter or scope. The signal generator can even be a program that runs on your PC and outputs sine waves on your sound card. This will do the job and the price is right, but it's tedious.
As I said, it's a tedius process and easy to make a mistake, so you might consider getting one of Keith Larson's woofer testers:
The entry level product is just fine for doing T/S measurements. Does a great job and is very accurate.

Don't get the Parts Express copy - not only was it wrong of them to have sent it to China and copied it, but they did a bad job and got an old version of the product that had uncorrected flaws. It's junk.
