I have done that once before.
With a limited budget, I built a sound room of only 2 metre by 2 metre. It was not for listening pleasure, though. I needed it for recording purposes and had to make a soundproofed enclosure because I was next to a busy street. The walls were 1-foot thick and filled with sawdust.
When I got inside and locked the double-layered doors, you could have exploded a bomb ten metres away and I wouldn't be the wiser.
