Absolutely thats one feature; the other being control of the govt by the people. At least thats why we have the priviledge of voting.
According to the definition.
It is really what makes a participatory government so important; that the peoples voices control their own government and their destiny. The same applies to running for office; any American over 21 of good standing can run and own any office of government; for and by the people as the Constitution says. And on the local level where we all can attend and vote on issues of importance to our communities through our local government. We the People.
