How do you mean that? Oil is the single driving factor in all of the current geo-political relations; I mean it is what drives the worlds economy. So whatever country can develope the best infrastructure capable of processing and transporting oil resources has a leg up on everyone else.
From a business standpoint it makes sense; why else would we sell the ownership of our ports to another country?
