Not necessarily. The JBL 2344 is a different animal. I've used the JBL 2370 and liked it, but the price tag is higher than Eminence or Peavey horns. To tell the truth, I prefer the Peavey CH-3 over the JBL 2370, but it isn't as attractive aesthetically. The H290 won't go as low, but at the crossover point chosen, it works very well. In the end though, all the designs have been tested with the H290, and that's probably the most important part. If you use something else, you really have to measure it yourself and fine-tune the design for the horn you've chosen.
