There are several things that resistance in the circuit can be made to do. It can be used to provide attenuation and it can also be used to set the Q of the circuit. So the differences in values and configuration are what set those things. In some cases, all that is needed is a voltage divider, but in other cases the Q of the circuit is modified to tailor response.
