The resistances in the tweeter's compensation network set the Q of the circuit. It serves triple duty - (1) It is an attenuator, (2) it augments the top octave and (3) it sets the Q of the circuit, acting as a damper.

This kind of thing can be done in many ways, and with different configurations and slopes of crossovers. But the thing is that even the most simple crossover forms a rather complex filter because the load is reactive.

A very thourough analysis can be done in Spice.
