I use R11/R13 and it doesn't overlap the port on a one Pi cabinet. It just lines the interior walls, specifically the rear, bottom and side nearest to the port. You kind of have to "tuck in" the side and bottom sheets beside the port.

Is that what is happening in your situation? Are you using sheets of fiberglass insulation or something else?
