Is it true that foam isn't a low frequency absorption technology? I've seen countless articles suggesting the contrary. Either way, which is the best strategy of matching the prevailing issues with the proper absorption technology?

See the "foam versus fiberglass" thread, which is on a similar topic. But I think there's also a little more to it than just what damping material is used. There is also the configuration used, which may be more to your point. Some people use panel absorbers for bass, others use bass traps which are cavity resonance absorbers. For higher frequencies, most use open cell foam "wedges" and other similar absorbent materials.
