Is there anything illegal with tuning your radio to pick up extra frequencies? I'm imagining a scenario where a radio accidentally picks a police or traffic signal.

In America, there is no law against receiving any broadcast on any frequency.

Transmissions that need to be private can be encrypted or scrambled.

It is true that there's no law preventing anyone from hacking a radio frequency. If a radio signal is encrypted then it is impossible to hack the frequency.
