I have a large CD and tape library that I back up onto my PC, but I've noticed the quality of the backups, well, isn't great. Can anyone suggest a good program for backing up music without losing quality?

Are your backups audio files (like you'd play in a CD player) or mp3/mp4 files? The sort of backup you would need would, I think, be different depending on what kind of files they are.
