You don't have to worry about the FCC, because the stream isn't broadcast on a radio frequency. It's BMI and ASCAP that you need to work with. They're organizations that collect licensing fees on behalf of artists, and they pay royalties for each of their songs played. Performance rights organizations like BMI and ASCAP get a healthy cut, so naturally, they're pretty aggressive in policing their members' rights.
