I haven't been to a concert in a very long time, so I don't know what the answer to this is: Do they still turn up the volume so loud that you need earplugs in the front rows? If so, what's the point of this?

Yeah... Volume is always very loud at live concerts. I wouldn't say you need earplugs in the front row, though. One of the reasons I go to a concert is to hear the music that loud.
The volume is still very loud at concerts. I always try to avoid the first few rows because I can't stand not being able to hear for a few days afterwards.
