Are there any inexpensive steps that I can take to soundproof a room? The room in question is a bedroom, so it has bedroom furniture in it, and hardwood floors.

Look for blankets or decorative quilts to hang on the walls and over windows and doors. You also need some cheap area rugs to cover up the hardwood.
