I've mounted some speakers in clubs like that, angled down towards the listeners. But the ceiling was higher, so there was no real penalty.
I don't think I would like this in a home hifi or home theater install. It's an unnatural sound source position (except for bird chirps and airplanes ). It also moves the speakers nearer to the ceiling, which is not a reflection we want, for the same reasons.
