Hi,
Which design have a "bigger sound"-the 2pi tower or the 3 π bass reflex and which makes more bass with a 2A3 single ended amp?
Is it possible to build the 2Pi Tower in a wider (and lower) shape?
I am thinking of a 31 x 20 x 15 enclosure...

These are two very different designs, almost incomparable. But they do have some notable similarities, such as spectral balance. They both work very well with low power tube amps, providing high sensitivity and a benign impedance curve. Beyond those attributes, they are pretty much fundamentally different speakers. They were designed with different goals in mind.
The three π loudspeaker provides uniform directivity, constant above 1kHz and uniformly expanding below that. It is truly a statement speaker, one that provides best of class performance. Especially when it is outfitted with the upgraded drivers, I'm not sure there is a better "waveguide" speaker on the market. Sorry to be a little immodest, but I believe it's that good.
The two π tower is a nice sounding speaker too, but it is designed to be a budget model, a secondary system. Don't get me wrong, it sounds great. Many audiophiles prefer cone/dome loudspeaker systems, and this is one of the best. It's balanced, having smooth midrange, clear highs and deep, full bass. But designs like this cannot maintain uniform polars like the larger horn models do. They're just not in the same class as the three π speaker.
