I remember reading somewhere that surge protectors are only good for one surge, and then they need to be replaced. Is this true? We get a lot of power outages where I am; that would be a lot of replacing!

Yes, that is true, if they are the sort that has a fast acting fuse. If they don't have that at least, they need to be replaced when they are brand new. I think they are convenient power strips and nothing more. I think they level out the signal a bit, but a power surge is going to essentially bypass their functionality. If there is no explicit warranty attached to it indicating they are willing to pay if something goes wrong, you can't be too sure they are protecting you from anything.
