If the positive lead isn't connected, it isn't doing anything. You can remove it. I imagine it is a power supply cap that was replaced at one point, but left in place for whatever reason.

My concern is it is a original can cap. It has two leads on bottom
neg. & pos. The neg goes into can positive lead just there going to nothing. Soldered to lead on bottom of can but nothing else there. Rolling Eyes
