I have a little 40W 4 ohm bookshelf stereo. I was thinking of hooking up a pair of small 8 ohm 15-100W speakers that are sitting in my basement. Will this work or will it be damaging to the stereo or speakers?

That will work just fine. When an amplifier is rated 40W at 4Ω, that tells you that anything above 4Ω won't draw excessive current and that it will develop 40 watts with a 4Ω load. If its a solid state amp, I wouldn't go below 4Ω but 8Ω is just fine. It just won't develop quite as much power into an 8Ω load. If it's a tube amp, I might not go above 16Ω but if solid state, higher impedance loads won't hurt. It just won't be as loud with a higher impedance load.
