Is the B&C ME45 aluminium horn likely to be an equal alternative to the Eminence H290
particularly for a sit on top application like a Pi8 or a Pi4 built to suit?

Sorry, no. The shape is wrong, so the directivity would not match what is required for any model π speaker. They're all designed for a different type of horn.
