The veto power is inherent in the Presidency wherein he shall excersize the power to defeat legislation not deemed in accordance with his policies.

If all those powers don't make you a leader; nothing does. I think you are thinking of a dictater; thats different. The power of the Presidency is keeping how many people in jail in Guantanamo without any trial or representation; that almost is a dictator. What more can he do as a leader?
