A little conversation this weekend about exactly what an insurgent is. I say there were some insurgents in this country once. I don't know about the second quotation, but the attribution for the first one is incorrect. It's from the english translation of the Treaty with Tripoli ratified by the Senate under John Adams, June 7, 1797.

Fair enough. The exact derivation of the quote is lost in the mists of time. I beleive that is probably right, he was quoting someone. Because there it is on another history site also. Attributed to GW but in a rather superficial way.
