The President signe the budget; or not depending on whether his party gets what it wants. The threat of the veto followed by the power of the presidency which is one-third of the govt dictates the course of spending during his administration.
He appoints the cabinet and they decide on the programs that need funding. The congress then tries to cobble together a budget that includes all of the initiatives proposed by the president's agenda.
Thats how it works. Clinton sought to keep the military costs in line and make the big companies pay their fair share of taxes. Geuss what? That worked and as a result the deficit declined to almost nothing.
