Different is when you have a little help from your politicians friends then you can exploit the mine illegaly for 15 years, make a big company through "privatisation" (basically "buying" the company without money), not paying the taxes, workers and other companies, ruined two banks (inside operation), ruined local district (all the money from its accounts for some "works"), ignore the law and the court. And, if everything failed - then overturn your debts to the state.
Many politicians/people are are in this (local, actual these days) game - from local politicians to the prime minister. Just the unpaid tax is $10 millions, (other debts probably more then $50 millions), the government "forgives" the half (?!)...but nothing will be payed, for sure. This is a "public secret" here, it is now partly in the newspapers...see why isn`t too wise to discuss it?
