Sweet! Such a deal.

The shunt resistors are to discharge the capacitors so they don't maintain a dangerously high voltage. Leave 'em in place if they'll be in high voltage circuits. It is such a high resistance, it won't make the capacitors act leaky. If the caps are used in low voltage circuits, it doesn't matter as much.
