Frequencies generated by the tweeter are more readily absorbed by stuff like carpet fibers, so you don't really want the tweeter down by the floor. Plus, the higher frequencies tend to travel more line of sight, so it's nice to have 'em at ear level. But if the speakers are installed high off the ground, perhaps mounted on the walls or high on bookshelves, it doesn't matter if you have the tweeter on the bottom. If they're high enough, it would even be preferable for the same reason that floorstanders should probably have the tweeter on top. Keep 'em close to ear level.
