Please excuse the ignorance. When we say a box is tuned to a certain frequency, does that mean that is the lowest frequency it will reac.

If WinISD suggests a box tuned to 68Hz, what will happen to the speaker if the box is tuned to say 55Hz

Try it and see. In some cases, this forms a shelved response and is commonly called an EBS alignment. In other cases, it creates an underdamped response, forming a small valley in response between peaks at fl and fh.
