Are the Pi Corner Horns really "Horns" or are they somekind of a horn arrangement of a bass reflex speaker? I am new to this stuff but the web page shows the same driver for the horns as the bass relex.

I suppose this is sort of like the question of whether a horn is an acoustic impedance matching device or simply defines a fractional radiating space. But no matter how you look at it, the expansion of a room's corner forms a conical horn, as much a horn as any other. The area expansion is equivalent to a rectangular horn with 70o flare. See the schematic diagram in the post called "Cornerhorns".

On this page on your website it shows the same LF motors for your bass reflex as well as your corner horns:

Isn't a horn a different type of speaker or am I misunderstanding things?

You can put a horn on any loudspeaker. In fact, you can use a horn with no loudspeaker at all, such as is the case with a megaphone. A horn is just an acoustic device that directs a sound wave. As a consequence, it also modifies acoustic impedance.

A horn is a device having an entrance (throat), passageway (flare) and exit (mouth). So horns are made by bringing a megaphone-like device in near proximity to loudspeaker diaphragm. The system is usually sealed so the radiated sound has to pass through the horn with no leaks. In the case of the π cornerhorn, the horn for the woofer is formed by the walls of the listening room, itself.

I thought that the horn was a replacement for the cone of the driver. I don't know how it would move enough air to get the low freqs, but there is a lot I don't know.

Kind of hard to tell the scale to guess at the cutoff, but that looks like a 40 or 50 hz Tapered Quarter Wave Pipe bent to look like a sax. Cool, but not really a horn.
