Is 14 watts adequate to produce accurate and substantial bass at realistic sound levels with this speaker? Are plans available?

I've run the gamut of SE amps, PP amps and have settled on a tube signature that I like (EL84). I'm going broke losing money on equipment swaps, and would love to build a pair of these. I'm coming from Lowthers, and while I love some of their sound characteristics, I just can't take the lack of bass. I love the speed of horns, and wish I would have found this site 3 years ago.
