Was it always this touchy? Sometimes the substrate on a potentiometer will crack and make these symptoms. Heat cycling and age both contribute to this, and I see old tube radios and other gear with cracked pots. On the low side of the crack, the volume is low but instead of increasing gradually as the knob is turned, it immediately goes to a much higher volume as soon as the wiper is moved across the crack.
