Absolutely. But tube testers have a voltage adjustment, so it isn't fixed at a specific value. The voltage a tube is run at sets its operating point. Look at load lines and you'll see the differences. In the linear region, increasing voltage increases current by a proportional amount. Load lines plot the transfer curves.
